Is there any way to prevent spam uploads since anyone on my site will be able to upload files?
Yes, there are two ways to prevent spam uploads. Firstly you can require that a Captcha is completed before the upload is submitted.
Secondly you can enable upload moderation through the Core Plugin Settings.

How do guest users upload files to my site?
Provide access to the same upload page as you give to your logged in users, either through a link or a menu link somewhere on your site. This will take the guest to the page where they may upload files. You will need to ensure that you’ve enabled uploads for all users (including guests).

How is the Admin notified of new downloads added to the site by anonymous users when Moderation is enabled?
The same way as for uploads by logged in users. The admin will receive a notification email and will be able to see a list of pending downloads through the Downloads settings of the Downloads Manager Plugin.
